Adaptation Fund
A UN climate fund established under the Kyoto Protocol to finance concrete adaptation projects in developing countries, serving the Paris Agreement since 2019 and known for pioneering direct access.
Definition
A fund established in 2001 under the Kyoto Protocol to finance adaptation projects and programmes in developing country Parties vulnerable to climate change. It has been financed mainly by a 2% share of proceeds from Clean Development Mechanism project credits and by government pledges, and has served the Paris Agreement since 1 January 2019.

Overview
What it means
The Fund pioneered "direct access", allowing accredited national institutions in developing countries to access finance without an international intermediary. It is supervised by the Adaptation Fund Board, with the Global Environment Facility providing interim secretariat services. It is also set to receive a 5% share of proceeds from the Paris Agreement's Article 6.

How it is used
Developing countries apply through accredited implementing entities for grants funding concrete adaptation action — such as coastal protection, water management and resilient agriculture. The Fund also offers readiness and innovation grants, and its direct-access model influenced the design of the Green Climate Fund.
Why it matters
The Adaptation Fund was the first climate fund dedicated to adaptation and the first to give developing countries direct institutional access. Its reliance on CDM proceeds created a structural funding challenge as carbon markets evolved, making its future financing a recurring issue in UN climate negotiations.
