Definition
The Talanoa Dialogue was the facilitative dialogue conducted through 2018 under the Fiji COP23 presidency to take stock of collective progress toward the Paris Agreement and inform the next round of NDCs, structured around three questions: Where are we? Where do we want to go? How do we get there? Named for the Pacific tradition of talanoa — open, inclusive, empathetic storytelling without blame — it was designed to make stocktaking cooperative rather than accusatory, and became the procedural model for the Global Stocktake.
