The Sharm el-Sheikh Implementation Plan is the cover decision of COP27 (November 2022). Its landmark achievement was the decision to establish new funding arrangements and a fund for loss and damage — the culmination of three decades of advocacy by vulnerable countries. It also reaffirmed the 1.5 °C goal, urged NDC strengthening, and called for reform of multilateral development banks, while efforts to secure stronger fossil fuel phase-down language failed.
