Local Content
Policy requirements obliging companies — especially in extractives and energy — to source a minimum share of labour, goods and services domestically to spread economic benefits.
Definition
Local content refers to the share of employment, procurement, goods, services, technology or ownership in a project or sector that is sourced from the host country or community. Local content requirements are government policies — common in oil, gas and mining — mandating minimum local shares to build domestic industry, skills and employment.

Overview
What it means
Measures range from local hiring quotas and procurement targets (some Nigerian oil-sector goods require 80–100% local sourcing) to local fabrication rules, training obligations and joint-venture requirements, often overseen by a dedicated regulator such as Nigeria's NCDMB.
How it is used
Written into petroleum laws, mining codes, licences and supply agreements; monitored through local content plans and annual performance reporting. Increasingly extended to renewable energy and infrastructure procurement.
Why it matters
Without local content rules, resource booms can bypass host economies — the "enclave" pattern. Well-designed requirements spread value and skills; poorly designed ones raise costs and invite corruption. **Note:** In-batch merges: 1658 and 1659 (local content duplicates/variants) → this entry.
Review
Public comments appear only after editor acceptance. Draft comments stay in the review queue.
Reviewers choose the definition or an overview paragraph, leave a comment or replacement, and attach evidence or a source link.
Editors compare reviewer cards side by side. AI may help find agreement, conflicts, unsupported claims and possible source issues.
Only an editor-accepted synthesis changes the public page. Reviewer identities are shown only with consent and an editorial decision to attribute them.
Submitted reviews stay private until an editor decides whether to accept and attribute them.

Review board
Comment on a specific line. Each reviewer stays separate until an editor accepts a merged draft.
Each person comments on the definition or overview in their own draft card, with role, evidence and suggested wording kept together.
AI can compare comments against the current text, flag conflicting claims, surface missing evidence and identify where reviewers agree.
An editor merges compatible suggestions into a draft change, checks sources, records disagreements and decides what can be published.
