Definition

Hydrofluorocarbons are synthetic fluorinated gases used mainly in refrigeration, air conditioning, foams, and aerosols, introduced as substitutes for ozone-depleting CFCs and HCFCs under the Montreal Protocol. They do not harm the ozone layer but are powerful greenhouse gases, with global warming potentials from the hundreds to over ten thousand times CO₂. The 2016 Kigali Amendment commits parties to phase down HFC production and consumption by more than 80 per cent over three decades.

Overview

What it means

HFCs are a policy lesson in regrettable substitution: solving the ozone crisis created a climate problem, with HFC emissions growing around 8 per cent a year before Kigali. Because they are short-lived but super-potent, cutting them is among the cheapest climate wins available — the phase-down is projected to avoid up to 0.

5°C of warming by 2100 — and natural refrigerants (ammonia, CO₂, hydrocarbons) already exist for most uses.

How it is used

The term anchors the Kigali Amendment, national F-gas regulations (including the EU F-gas Regulation and US AIM Act), and refrigerant-management programmes.

Why it matters
