Grid flexibility is the capacity of the electricity system to respond to changes that may affect the balance of supply and demand at all times — per the Council of European Energy Regulators — or, in the IEA's formulation, all relevant characteristics of a power system that facilitate the reliable and cost-effective management of variability and uncertainty in both supply and demand. Flexibility sources include dispatchable generation, storage, interconnection, and demand response.
