Climate adaptation is where urgency can outrun judgement. A drought arrives, irrigation expands. Heat increases, air conditioning is installed. Floods intensify, embankments rise. Each response may reduce immediate harm, but adaptation must be evaluated across time, people and systems. A short-term solution can lock in greater exposure, shift risk to others or become ineffective under future conditions.

The IPCC defines adaptation in human systems as the process of adjustment to actual or expected climate and its effects in order to moderate harm or take advantage of beneficial opportunities. In natural systems, human intervention may facilitate adjustment. The definition requires a climate-risk pathway: hazard, exposure and vulnerability combine to create risk, and adaptation changes one or more of them.

The development of submergence-tolerant rice illustrates a clear pathway.

Varieties carrying the Sub1 trait were bred to survive periods of complete flooding and distributed in flood-prone parts of South Asia. Field research found that they could protect yields when crops were submerged without imposing a yield penalty in normal conditions. The intervention did not stop floods; it reduced the sensitivity of the crop to them. Adaptation is nevertheless broader than technology.

Farmers may diversify income, change planting dates, improve drainage, organise savings or secure access to climate information. Communities may restore mangroves, revise land-use planning or strengthen health systems. Institutions may change purchasing contracts so that climate risk is not borne entirely by producers. Capacity, finance and rights can matter as much as a new seed or tool.

Maladaptation is the central warning.

The IPCC uses the term for actions that increase climate-related risk, vulnerability or inequality, now or in the future. Groundwater pumping may protect a crop during drought while depleting the aquifer. A flood barrier may protect one settlement and divert water towards another. Crop insurance may encourage production in places becoming progressively less viable.

The immediate beneficiary can adapt while the wider system becomes more fragile. Time horizons are therefore essential. An action suited to today's climate may fail under conditions expected over the life of a farm investment, road or processing facility. Incremental adaptation improves an existing system.

Transformational adaptation changes the system itself, perhaps through different livelihoods, crops, locations or institutions. The difficult question is when incremental improvement postpones a transition that has become unavoidable. Equity determines whose adaptation counts. Producers with land titles, savings and market access can act sooner than tenants, labourers or remote communities.

A programme that offers credit for irrigation may exclude those unable to take debt. Adaptation metrics should therefore examine who gains protection, who remains exposed and who carries new costs. Adaptation also has limits. Some risks can be reduced but not eliminated, and some systems may reach biophysical, financial or social limits beyond which existing livelihoods cannot continue in the same form.

Coffee suitability may shift upslope where land is unavailable or ecologically sensitive. Coastal protection may become unaffordable or displace risk.

Recognising limits is not defeatism; it prevents incremental projects from disguising the need for transformation, livelihood transition or loss-and-damage support. Adaptive capacity is unevenly distributed. Information has little value without authority, finance, labour, technology or secure tenure to act on it.

Programmes that count climate advisories delivered may therefore widen inequality if better-resourced producers respond while others cannot. Adaptation evidence should show whose vulnerability declined, whose costs increased and whether the action remains effective under plausible future conditions. Good adaptation is a learning process. Climate projections contain uncertainty, and local conditions change.

Monitoring should test whether vulnerability and losses are declining, not merely whether an action was delivered.

Flexible options, decision points and contingency plans may be more robust than a single prediction-based investment. The goal is not to forecast the future perfectly; it is to retain the ability to make good decisions as the future unfolds.

Practical application

Define the climate hazard, exposed people or assets, vulnerability and timeframe before selecting an intervention. Test the option against several plausible climate futures and examine whether it shifts risk across places, groups or generations. Set indicators for reduced loss, vulnerability or recovery time, not only delivery.

Establish decision points at which the intervention should be adjusted, expanded or replaced. Include affected groups in defining acceptable risk and in identifying constraints that technical assessments may miss.

Why it matters

Some climate change is already unavoidable, and its effects are unevenly distributed. Adaptation protects lives, livelihoods, ecosystems and supply continuity, but poorly designed responses can deepen the vulnerabilities they were meant to reduce.

Common misconception

Any response to drought, heat or flooding is often called adaptation. A response may simply manage one event. Adaptation should reduce climate risk over a relevant timeframe without creating greater vulnerability elsewhere or later.

Connections

Climate resilience describes the capacity adaptation helps build. Mitigation limits the amount of future change to which systems must adapt. Water stewardship, soil health and diversified livelihoods can all support adaptation when they address a defined climate-risk pathway.
