Circular material use rate
The EU's headline circularity indicator — the share of an economy's total material use that is met by recycled materials rather than primary extraction.

A macroeconomic indicator developed by Eurostat for the EU circular-economy monitoring framework, measuring the share of overall material use that comes from recycled waste fed back into the economy. It is calculated as circular material use (domestic recycling, adjusted for imported and exported waste destined for recovery) divided by overall material use (domestic material consumption plus circular use).

Overview
What it means
The CMU rate asks a different question from recycling rates: not how much waste is collected, but how much of the economy's material throughput is genuinely circular. The EU reached 12.
2% in 2024 — up barely one percentage point in a decade — against an aspirational 2030 target of roughly doubling the 2020 rate (raised to 24% in the Clean Industrial Deal), a goal the European Environment Agency judges the bloc off track to meet. Rates diverge hugely by country (Netherlands ~33%, Romania ~1%) and material (metals ~23%, fossil materials ~4%, since fuels are burned not cycled).
The distinct global cousin — the Circularity Gap Report's ~7% global circularity metric — uses a different scope and method.
How it is used
EU policymakers track CMU against the Circular Economy Action Plan target; national circularity strategies set domestic rate goals; analysts compare material-group rates to target intervention (e. g. construction minerals vs metals).
Why it matters
The CMU rate is the scoreboard of the circular-economy transition — and its near-flat trend line is the clearest evidence that recycling alone cannot deliver circularity.
